The Program Manger (PM) directs and manages the operations of residential units for children and adolescents with complex behavioral and medical challenges within an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID) using a person centered model of care.
The PM is responsible for the direct supervision of the Assistant Program Managers (APM), Qualified Intellectual Disability Professionals (QIDP), and DSP2s.
The PM works in close collaboration with the Director of Nursing, other members of the interdisciplinary team to assist each individual in meeting their goals.
The PM is responsible for understanding each individual’s Individual Support Plan (ISP) and developing the work flow for the DSPs to ensure that all objectives on the ISPs, and health and safety supports on the Nursing Plan of Care are delivered and documented in timely manner.
The PM participates in personnel matters concerning all assigned staff, including assessing and monitoring performance.
RESPONSIBILITIES: Provide leadership to their assigned units and ensures the availability of sufficient numbers of trained staff on all shifts.
Coordinates personnel management of the unit by hiring new staff, conducting probationary and annual performance reviews, facilitating team work and staff meetings, creating job descriptions, delegating tasks and responsibilities, encouraging effective communication, defusing crisis and conflicts between staff, and maintaining documentation of all performance management activities, including performance improvement plans.
Provide effective supervision to members of the staff team, including observing and providing feedback to staff regarding the implementation of individual support plans and behavioral support plans during all three shifts.
Identifies necessary changes in the program planning, monitoring systems, and staff training curriculum within the Home and advocates for these changes with their supervisor.
Develops and maintains service delivery protocols that are in compliance with current federal and state licensing and human rights regulations.
Assist in the coordination of all emergency evacuation procedures.
Monitor and reviews ISPs, documentation, and current treatment practices.
Provides recommendations to maintain programmatic quality and compliance with applicable local, state, and federal regulations.
Complete reports and documentation as required by St.
Mary’s policies and procedures.
Updates the staff schedule using the company web and KRONOS timekeeping system.
Reconciles direct care staff timecards, submits approved hours on a timely basis for payroll processing, and monitors payments for overtime.
Promote health, wellness, and safety, by monitoring safety issues.
Effectively collaborates with the Staff Development Director for the selection and training of Preceptors; and Preceptor assignments to new DSP personnel.
Responsible for participating in rotating weekend administrative duty.
Maintain general upkeep of the workplace and equipment to the highest possible standard.
Communicates with families and authorized representatives in a thorough, tactful and sensitive manner as applicable.

Provide leadership to the team and act as a positive role model at all times.
Attend training on a regular basis to ensure that all mandatory and personal training and development needs are in compliance with St.
Mary’s standards.
REQUIREMENTS: A bachelor’s degree in a human services field including but not limited to sociology, social work, special education, rehabilitation counseling or psychology, or a bachelor’s degree in another field in addition to an advanced degree in a human services field.
A minimum of 2 years supervisory experience in a residential setting.
At least 3 year of experience working directly with individuals having severe developmental and physical disabilities.
Background in developing and implementing behavior support plans.
Current acceptable driving record and valid VA driver’s license.
Experience as a Person Centered Thinking Coach is preferred.
Strong communication, organizational, time management and multi-tasking skills.
Communicate effectively in writing and via the telephone, completes various office tasks and utilizes the computer effectively for word processing, developing spread sheets, and the judicious use of email software.
Some knowledge and experience with electronic health records preferred.
PHYSICIAL REQUIREMENTS OF THE JOB: Must be able to sit, stand and walk for variable periods of time.
Must be able to lift 35 pounds independently.
Must be able to use lifting and mobility equipment necessary to care for the individuals served.
This is a full time, exempt position, which requires a flexible work schedule which may require availability for work during the weekend and at night.
