Klett Consulting Group (KCG) is a federal support contractor headquartered in Hampton Roads.
KCG provides specialized program support across multiple areas for both military and civilian agencies.
KCG is seeking a Requirements Manager with multinational experience to join our team.
Responsibilities • Write well-developed reports, briefings, point papers and plans.
• Conduct data gathering, collating, and analyzing of requirements to develop comprehensive studies and reports.
• Work across the Command (Directorates and Joint Centres) and externally with other stakeholders to define, collate, prioritize and justify military requirements in the Medium Term Military Plan (MTMP) and Medium Term Resource Plan (MTRP).
• Conduct prioritization and risk analysis on military requirements to ensure the Governing Bodies fully understand the requirements, operational risk and prioritization to support funding decisions.
• Develop justifications and briefings to support the Command's discussions with key stakeholders with the aim to defend and clarify the Command's input to the NATO Common Funded Resource Plan.
• Adapt the MTMP/MTRP to the new capability-based Requirement Area Framework.
• Contribute to the development/revision/implementation of the Warfare Development 5-year plan (WD5) and 1-year Warfare Development plan.
• Document lessons identified/learned and draft Command's inputs to the revision of Resource Directives (e.
g.
MC 0680–The Military Contribution to the Resource Planning Process).
• Conduct analysis and develop business cases to identify common funding efficiencies for enduring savings in the Military Budget.
• Evaluate the NATO Common Funded Resource Planning process and propose methods and tools to automate, speed and mistake proof the process.
• Support the Branch's work in Portfolio Management, Warfare Development Planning and Annual Reporting.
Essential Qualifications and Experience: • Active Secret Security Clearance • Five years in the last 10 working in the field of business, economics, administration, management, resourcing or risk management.
• Program or project experience in the past 10 years within a complex and dynamic environment.
• Demonstrate 3 years in the last 10 experience in briefing senior leaders/decision makers.
• Demonstrate 3 years in the last 10 a sound knowledge of resourcing.
• Demonstrate 3 years in the last 10 experience in national or multinational resource planning.
• Experience in risk assessment • Experience with lean processes • Experience in national or multinational budget development • Experience with MS Project Education • University/ Bachelor's degree in business, economics, administration, management, resourcing or risk management.
• Five years' equivalent experience in business, economics, administration, management or resourcing will be accepted in lieu of the degree.
