Provides direct support to Joint Enabling Capabilities Command (JECC) Chief of Staff’s (CoS) Knowledge Management (KM) activities.
The JECC CoS serves as the JECC’s lead for coordinating the JECC staff’s activities, ultimately providing the JECC’s commander decision-quality information.
The JECC’s KMO enables effective process management, information flows, and decision support by encouraging correct and widespread usage of the JECC's knowledge base across the staff.
The KMO advocates for and ensures compliance with establishing US Transportation Command (USTC) and JECC KM policy, guidelines, and instructions (where applicable).
When required, develops required KM documentation, and provides improvement recommendations to existing documentation.
Primary Responsibilities: · Serves as senior functional expert and manager for staff processes, information flows, decision support tools, staffing support tools, staff battle rhythm events and schedule, and KM-related guidance and documentation.
· Supports identification and analysis of available and required knowledge, and the subsequent planning and control of processes actions that enable process mapping activities across the JECC staff.
· Organizes, drives, and supports command change management processes.
· Collaborates with JECC CoS, JECC J6 and staff, JECC Directors, and other staff elements to ensure staff processes, information flows, decision support tools, staffing support tools, staff battle rhythm events and schedule, and KM-related guidance and documentation meet required performance and availability parameters.
· Works with CoS, JECC Directors, and JECC staff to develop and promulgate JECC knowledge management strategy.
· Serves as primary KM trainer for JECC leadership and staff; focused on educating and coaching constructive KM practices and behaviors across.
· Work effectively across the organization with stakeholders, change management, service teams, trainers, curriculum developers and subject matter experts to develop and support new and existing KM products, features, and services.
· Functional lead role for JECC Content Management (CM) cadre.
Provides functional training, education, and advice related command CM; specifically managing subordinate element content.
· Acts as the command’s representative with Joint Staff, Department of Defense (DoD), and other government working groups and organizations, industry partners, and academia conducting KM activities.
Coordinating with other Combatant Commands (CCMDs) to coordinate information sharing environments that improve collaboration for steady state, exercise, and contingency situations.
Successful JECC KMO operates in in an operationally-focused, fast-paced environment and has extensive demonstrated experience leading medium to large scale Department of Defense (DoD) knowledge management activities.
Must possesses experience working with senior officers and DoD civilians in a dynamic staff environment.
Specific experience with Microsoft SharePoint, SharePoint Online strongly desired and will enhance probability of success.
Will support on-call and after duty hours (including supporting operationally critical support through holidays and staff absences, after-hours, on-call, and incident response support services).
Must possess strong interpersonal, oral, and written skills and must be able to communicate effectively with military, civilian, and contractor personnel at all levels.
A strong work ethic and team-oriented approach to the work environment is essential.
Must be operationally resilient and capable of successfully performing in a fast-paced, rapidly evolving environment.
OCONUS and CONUS travel (duration: 3-10 days) occurs roughly once or twice yearly.
Experience/Qualifications: Required: At least ten (10) years’ experience providing knowledge management support.
At least seven (7) years’ experience leading knowledge management activities.
Certification or extensive experience (at least 10 years) in one of more: Lean Six Sigma, PMI Program Management Professional, Agile Development processes.
Must possess Current Secret clearance.
Bachelor’s Degree in related area.
Strong working knowledge of MS SharePoint/SharePoint Online collaborative platforms.
Working experience developing, administering, managing SharePoint environments.
Desired Familiarity with Defense Information Systems Agency (DISA)-provided telecommunications services and devices.
Current Top Secret SCI clearance.
