We are seeking a highly experienced and knowledgeable Program Manager to support the US Coast Guard's C5ISC, Mission Support Systems Product Line (MSSPL), and Health and Safety Information Technology (HSIT) Branch in their mission to aid the Coast Guard and DCMS National Strategy.
The candidate must possess a strong understanding of the Defense Acquisition process, and service, cost, schedule, and performance management.
The successful candidate will be responsible for a wide range of tasks, including but not limited to updating and renewing service agreements, engaging stakeholders through effective communications management, managing requirements, overseeing service operations, implementing change management strategies, mitigating risks, ensuring information security management, providing training to users and maintainers, and driving continuous service improvement.
The ideal candidate must have a proven track record in these areas and possess excellent leadership and organizational skills.
The Program Manager will be designated as Key Personnel by the Government and will serve as the primary point of contact for the Contracting Officer and the Contracting Officer's Representative (COR).
The Program Manager will lead a team consisting of a seasoned System Engineer, a Junior System Engineer, and an experienced Project Management Specialist.
Together, they aim to support Enterprise Resource Planning and propose an effective Project, Cost, Schedule, Performance, Requirement, Service Operation, Change, Risk, and Information Security Management strategy.
The approach will be based on the principles of Doctrine, Organization, Training, Material, Leadership & Education, Personnel, Facilities, and Policy, as well as other renowned industry best practices and standards.
Responsibilities:
Act as the single point of contact for the Contracting Officer and Contracting Officer?s Representative
Assume full authority and leadership for all matters related to work performed under the PWS
Meet project schedule timelines and performance objectives
Conduct requirements reviews, information analysis, and cost-benefit analysis
Assist clients in achieving stated objectives and ensure quality, accuracy, and Section 508 compliance of deliverables
Coordinate the work efforts of multiple projects to resolve problems and ensure total customer satisfaction
Availability for communication with the COR between 0700 and 1500 EST, Monday through Friday
Prompt response within four (4) hours to requests for discussion or resolution of technical problems via email or telephone
Decompose operational, functional, and non-functional requirements into technical requirements
Monitor and analyze demand for Health and Safety Information Technology Systems services and assist with the development of plans to meet needs and address gaps
Assist with the development and review of Engineering change request for HSIT Systems and services
Assist with the development of Service Level Agreements
