Contracts Manager - Steel America
Purpose:
Steel America, a division of Colonna's Shipyard, is a diverse company with extensive capabilities in commercial/government ship repair, industrial machining, and large steel fabrication.
We are currently hiring an experienced Contracts Manager to join our team to lead the full contracts life-cycle of our commercial and government contracts.
The Contracts Manager is responsible for leading the full contracts life-cycle of our commercial and government contracts by preparing cost proposals, development of contractual terms and conditions, negotiation, and administration of contracts in accordance with company procedures, applicable laws and customer requirements while utilizing sound business judgment and collaborative approach with various stakeholders (Project Team/Superintendents, Production, Estimation, Finance/Accounting, etc.
).
The position is located onsite in Norfolk VA and may require hours beyond a standard work week to support business operations, as needed.
Position may require limited travel.
Job Description: This position serves as the key subject matter expert on managing and administering a variety of commercial and government contracts, including those regulated by the Uniform Commercial Code (UCC), FAR/DFAR, and other commercial/government contracting arrangements.
The Contracts Manager is also responsible for the Non-Disclosure Agreement program (negotiation, tracking, execution) as well as oversight and execution of relevant customer invoicing/billing processes.
The Contracts Manager: Supports the entire government and commercial contracting process to include solicitation reviews, proposal development/finalization and manage contractual terms/ conditions, negotiations, and administration of contracts and subcontracts (pre and post award).
Supports audits, compliance reviews, data entry, fact-finding, generates and tracks metrics, reporting, responding to data calls and customer communications.
Coordinates estimates of materials, equipment, performance requirements, and delivery schedules.
Assists in job cost projections and monitors cost/schedule/quality of projects.
Evaluates contract performance to determine need for amendments, modifications, extensions, or other contract changes.
Analyze/prepare contract summaries and reports to support recommendations for leadership’s action/decision.
Leads organization in disputes and contractual issues with customers, to include Requests for Equitable Adjustments (REAs) and claims.
If SCA/DBA contract, position identifies/confirms labor rates and notifies necessary stakeholders and organizational departments and ensures compliance of contract administration.
Monitors contract performance for conformance to original proposals, compliance with legal requirements, customer specifications, and government regulations.
Assists project team with tracking, estimating, compiling, submitting, and negotiating any and all change work to the contract and all contract modifications.
Recognizes potential contractual/performance (cost/schedule/quality) concerns early, recommend solutions to resolve timely, and support final status documentation.
Monitors and reports contract performance, including calculating and projecting estimated cost at completion data.
Prepares and submits invoicing to finance department.
Monitors status of all invoices.
Prepares and disseminates information/reports regarding contract status and performance, trends, compliance, modification, negotiation, and termination.
Provides leadership, direction, coaching/mentoring, ongoing feedback, and professional development to project and contracts team members.
Regularly interacts with customers, contracting officials, project teams, Company leadership, etc.
to discuss and advise on contractual requirements, contract matters (including risks), and proposal needs.
Qualifications: Must have a BA Degree in business administration in a related field plus 5-8 years of prior experience supporting contracts/project management in Navy, Ship Repair/Modernization, and/or Industrial Fabrication industries.
Additional relevant experience may be considered in lieu of a degree.
Must have a sound understanding of commercial and government contracting methods, FAR, DFAR, and UCC, export regulations, as well as demonstrated experience managing terms/conditions, insurance requirements, and various contract types.
Must have successfully written, negotiated, and defended REAs, contract claims, and disputes.
Must have exceptional communication skills, both written and verbal, with effective negotiation, problem-solving and decision-making skills.
Must have effective project management experience required, ensuring successful project completion, with the ability to drive improved cost/schedule performance and management risks/opportunities.
Must have ability to travel up to 10-15% of the time for business purposes (within state and out of state).
May represent company at various meetings, trade shows, etc.
Desired Qualifications: Experience with CostPoint highly preferred.
Certified Commercial Contract Manager designation highly preferred.
Travel Requirements: Minimal Travel; 10% or less.
Physical Requirements: Sit, Stand, Walk, Bend, Squat, Climb, Reach, Push and Pull, Stoop, Crawl, Kneel, Balance, Lift and Carry various objects and equipment.
General office environment.
Work is generally sedentary in nature but may require standing and walking for up to 20% of the time.
Lighting and temperature are adequate, and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc.
Hear, talk, and smell.
Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.
Work is generally performed within an office environment, with standard office equipment available, but also requires safe navigation and regular partnership with operations teams within shipyard/industrial environments.
A considerable amount of time is spent operating a personal computer.
Must be able to climb up and down stairs and spend time moving throughout the facility and onboard marine vessels.
