The Manager of Bus Maintenance Training & Special Projects is responsible for developing, coordinating, and managing the orientation and training of Operations maintenance employees, advising training procedures and systems for the Training Program.
Analyzes and develops training modules for different classification of maintenance mechanics for diesel bus engines.
Assess several elements and alternatives, which involve minor research.
Modify methods and procedures or plan and establish new methods and procedures.
This position works in conjunction with the Director of Bus Maintenance and maintenance managers by managing the training needs of the maintenance departments.
This position also manages special projects for the bus maintenance department as assigned by the Director of Bus Maintenance.

) • Manages the day-to-day operations of the maintenance training department.
Responsible for the availability, reliability, safety and cleanliness of vehicles, equipment, and facilities.
Oversees maintenance training, quality standards and measurements.
• Works to achieve departmental goals and objectives.
Monitor progress towards established goals and reports results to the Director of Training.
Takes corrective action to achieve goals.
• Develops, implements, and enforces standard practices and procedure and assures uniform application at all Bus Operating Locations.
• Implements Quality Control measures.
Develops and monitors systems of checks for compliance to maintenance procedures and safety rules.
Ensures that quality and safety are integrated into all aspects of subordinate responsibilities.
• Maximizes use of automated computer programs to improve efficiency and management of maintenance operations.
Responsible for maintaining accurate computerized and paper maintenance training records in compliance with corporate procedures as well as local, state, and federal regulations.
• Provides direction and oversight on maintenance training programs to alleviate deficiencies and increase mechanical skill or promotional opportunities.
• Maintains knowledge of labor contract provisions and ensures compliance with such provisions relative to work assignments, schedules, discipline, wages, etc.
Fosters a climate of communication, cooperation, and respect.
• Assists in the development of the maintenance and training budgets.
Manages the bus maintenance and training budgetary outcomes within approved guidelines.
• Advises on various operational and personnel matters; guides improvement by implementing measurements, programs, standards, and written procedures.
• Manage compliance with Federal, State or Local regulations including but not limited to; FTA triennial reviews, safety audits, drug and alcohol audits, independent audits, EEO Program audit, etc.
• Develop and manage bus maintenance projects within the department and work with other departments.
• Maintains a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations.
• Responsible for implementing and overseeing all aspects of technical training for HRT Maintenance employees.
• Provides direction to the Training Specialist to develop and/or present both classroom & hands on training for all modes of operation.
• Responsible for representing the Maintenance Training Department in various forums, observing, and analyzing work practices, acting as liaison between trainees and management as well as, participates in the resolution of maintenance problems and operations issues.
• Identifies training needs through coordinated communications with various Managers and Directors.
Serves as technical advisor for all Operational Departments.
• Provides direction and distributes training workloads to the training specialists, peer to peer trainers, and contractual instructors.
• Ensures that maintenance employees are properly trained to maintain and/or operate rolling stock, shop equipment, and test equipment along with all associated safety practices.
• Creates learning environments by planning, coordinating, and facilitating training, developing, and maintaining training databases, developing lesson plans, prescribing learning criteria, reviewing trainer criteria, researching, and developing materials.
• Responsible for the establishment and maintenance of training resources inclusive of contractors, equipment, technical and training libraries, and pool of subject matter experts.
• Ensures information from the Training Specialists is disseminated by training employees in both technical and non-technical maintenance, creating schedules, procedures, and evaluation criteria, implementing policies, creating training aids and manuals, and practicing new techniques.
• Reviews safety plans, coordinating safety training programs, ensuring standards are maintained, identifying unsafe working conditions, providing recommendations, completing random inspections, evaluating subordinates, updating safety information, and conducting regular safety and inspection drills.
Ensures that quality and safety are integrated into all aspects of job responsibilities.
• Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
• Maintains constructive communications with personnel throughout the agency to coordinate activities and to resolve problems.
• Provides technical assistance and support to maintenance personnel as required.

Required Knowledge, Abilities, and Skills essential to Job Functions: • Must have excellent written and oral communication skills.
• Must be a current ASE certified master technician.
• Must have 8 years or more of heavy-duty vehicle maintenance experience.
• Must have a high level of knowledge of Office programs, maintenance programs and the ability to teach the use to others.
• Must be able to communicate effectively with staff at all levels, and with local, state, federal, and elected officials.
• Proven ability to effectively work with others in an operating and unionized environment.
• Knowledge of Operating, Maintenance and Safety Rules and Regulations governing the Mass Transit industry.
• Methods and techniques of evaluating training programs and making recommendations on new programs to be offered.
• Theory of the operation, troubleshooting, and repair of rolling stock, maintenance support equipment and sub-systems.
• Mandated State and Federal laws, regulations, and developments in areas related to maintenance.
• Must have the ability to develop lesson plans and assessment of skills.
• Supervision, plan, and motivation employees under your supervision.
Required Software Knowledge and Skills essential to Job Functions: Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
Must possess the ability to master industry specific software systems inherent to the HRT operating environment.
Basic problem-solving skills associated with software applications used is expected.
Software usage relevant to job duties may be evaluated.

A combination of relevant experience and technical training which provides the required skills, knowledge and abilities may be considered in lieu of formal degree.
Must have a Class B Commercial Driver’s License (CDL) with a (P) endorsement at the time of hire.
Required Experience: A minimum of ten (10) years of progressively responsible experience in the management of Operating and Maintenance functions, five (5) of which must be within a unionized transit or transportation system.
An applicable combination of education and experience, as described above, may be considered.
Licenses or Certificates: Must have CDL Class B license and/or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.
Special Requirements: • Ability to pass DOT physical examination.
