Description
The City of Norfolk's Department of Human Resources is currently seeking an experienced Talent Acquisition Analyst Senior whose responsibilities are to perform advanced professional Human Resources functions as it relates to recruitment.
The Talent Acquisition Analyst Senior will develop, facilitate, and implement all phases of the talent acquisition strategic plan and recruitment process.
Build partnerships with department directors, hiring managers, and executive staff to attract, source, and recruit top talent.
Both internally and externally.
The Talent Acquisition Analyst Senior will also serve as a subject matter expert to advise City leaders on organizational structure, career progression, and succession planning in their assigned portfolios.
Essential Functions
Essential Functions include but are not limited to:
Oversees recruitment and employment duties by developing recruitment/sourcing strategies and developing job descriptions.
Posts jobs on City’s ATS as well as social media and niche sites as needed, screening and evaluating applicant qualifications, referring/shortlisting candidates for interviews, developing interview questions, participating in interview panels and career fairs.
Extends contingent verbal and written offers of employment on behalf of Hiring Managers.
Negotiates counter offers as necessary.
Ensures all recruitment processes are properly documented in the City’s ATS and always up to date.
Subject matter expert on City of Norfolk employment policies and regulations, and best human resources practices; consults with managers regarding staffing needs, promotional opportunities, and compensation; and provides guidance and assistance to departmental personnel regarding all aspects of the employment relationship.
Collaborates with City leaders to identify recruiting needs and manages the hiring processes to ensure efficiency, transparency, and the selection of highly qualified applicants for employment with the City of Norfolk.
Identify recruiting best practices and continuous improvement activities to help streamline and standardize processes.
Functions as a strategic business partner to assigned departments and manages all Executive recruitments for the City of Norfolk by serving as a consultant; designing, and implementing recruitment/sourcing strategies.
Establish and maintain professional relationships with colleges and local organizations to participate in job fairs or networking events.
Performs other duties by participating on special project teams, having the ability to serve as team facilitator, and meeting with department leaders to discuss organizational strategies.
Interprets personnel administrative policies, civil service commission rules and City’s compensation plan.
Maintains knowledge and understanding of statutory and regulatory requirements affecting recruitment.
Demonstrates knowledge of federal and state employment law.
Co-facilitates citywide recruitment training provided by the Organizational Development Team.
Serves as a mentor to TA Team new hires as needed.
Education/Experience
Work requires broad knowledge in a general professional or technical field.
Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Seven + years of recruiting experience required.
Additional Information & Requirements
Valid Driver’s License may be required depending on assignment.
Preferred certifications include Society for Human Resource Management - Certified Professional (SHRM-CP)/Society for Human Resource Management - Senior Certified Professional (SHRM-SCP), or Professional in Human Resources (PHR)/Senior Professional in Human Resources (SPHR).
