Salary Range: $90,000 - $95,000
Under the direction of the Chief Engineering and Facilities Officer, the Engineer is a professional level position typically responsible for direction of all aspects of engineering involved in developing, designing, and construction in support of capital projects, facilities, bus, and ferry infrastructure.
This position is responsible for developing and/or reviewing plans, specifications, and cost estimates; determining engineering feasibility of proposals and project work throughout the agency; and management of consultant engineering contracts.
The individual directs and manages the activities of the professionals and non-professionals assigned to engineering, design, and construction work for the purpose of efficiently and effectively accomplishing the objectives assigned.
The elements of engineering may include site grading, paving, structures, traffic control, signing/graphics, landscaping, and utilities, as well as coordination with various jurisdictions to ensure project design compatibility to enable successful completion of both operating and capital projects.
The position may provide assistance in preparing procurement contracts for major projects involving engineering, inspections, maintenance, and other services within HRT.

) Develops technical procedures and design standards for HRT s capital project planning, design and implementation phases, including the engineering requirements for HRT s bus, and ferry systems.
Provides support for maintain the HRT Design Criteria Manual, Directive Drawings, CADD and Drawing Standards, and Adjacent Construction Manual for the agency.
Supervises and coordinates the activities of engineering consultants to ensure adequacy, completeness, economy, operational feasibility, maintainability and constructability of the design and construction.
Responsible for assisting in the development of design and engineering standards to be utilized for construction projects.
Interact effectively with individuals and groups at all levels.
Develop and or maintain network of industry and regional contacts and pertinent other external organizations to advance the agency goals.
Represent HRT in the oversight of scope, budget, and schedule throughout the life cycle of the projects that fall under the Engineering and Facilities Department, from conceptual design through start-up and close-out.
Monitor construction expenses and payment schedules against budget and contract requirements.
Coordinate with Federal, State, and local agencies during project implementation and ensure compliance with their administrative guidelines.
Suggest best practices and tools for project execution and management.
Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
Responsible for maintaining a general awareness of HRT s EMS.
Responsible for handling all related job responsibilities in accordance to HRT s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
Required Knowledge, Abilities and Skills essential to Job Functions: Skilled in project management, team player and proponent of collaborative management.
Ability to manage consultants who will be integral to team, and through which much of the capital improvement program will be performed.
Ability to plan, organize and direct the work of staff and consultant resources.
Ability to communicate effectively, both orally and in writing.
Ability to interact effectively with employees, managers, officials, the public, and to resolve problems.
Strong knowledge of engineering, design and construction principles, with the ability to adjust to changing priorities, demands, and timelines as needed, in a timely and effective manner.
Working knowledge of: The principles and practices of civil engineering and transportation engineering The regulatory requirements and practices of federal, state, and local governments with regard to transit facility design, construction, and maintenance.
Engineering design and construction for transit and marine infrastructure, and integration of maintenance requirements.
The interface requirements and transitional process of major infrastructure projects and the operation/maintenance of the same.
Required Software Knowledge and Skills essential to Job Functions: Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
Problem-solving skills associated with software applications used is expected.
Software usage relevant to job duties will be evaluated.

Training and/or Education: Bachelor of Engineering with work in transportation engineering or a related field Required Experience: At least five years experience in transportation or transit engineering Licenses or Certificates: Virginia Driver s License Professional registration from the Commonwealth of Virginia is required within one year of commencement of Employment.
